Here is a simple cheap way that I built a rack. My sister was throwing away her bookshelves so I thought I could use it since it was made from melamine.
I bought the snap lock lids they hang over the edge just a bit but The lids lock so no problem. I just bought a thermostat and some heat tape screwed the shelves in and there you go.
It works for now. Tell me what you think.
One is a baby 09 rack I used 6.5 qt. tubs it holds 21 tubs.

the other the bottom half is not finished yet it holds 3- 6.5qt. tubs on the top shelf cause I couldn't fit another row of 16 qt. tubs so I figured why waste the space.
There is 5 shelves in place now which gives me 10 tubs.
I am not sure but I might put 28qt. on the bottom half you can see one sitting there. 5 of them will fit in when I ad the shelves.
